The
City Administrator is at the forefront of the delivery of administrative
services, particularly those situations during and in the aftermath
of man-made and natural disasters and calamities. He recommends
to the Sangguniang Panlungsod and advises the City Mayor on all
matters relative to the management and administration of the City.

He is tasked with the proper management of public finance and the inspection of establishments within the jurisdiction of the city in relation to the implementation of tax ordinances. He is also responsible for maintaining and updating the tax information system of the City. The
City Treasurer is appointed by the Secretary of Finance from a list
of eligibles recommended by the City Mayor. He is under the administrative
supervision of the Mayor, to whom he reports to regularly regarding
the revenue collection efforts of the City and the disposition of
local government funds.

City Assessor is tasked with the enforcement of all laws governing
the appraisal and assessment of real property for taxation purposes.
He takes charge of the Office of the City Assessor which maintains
the identification, valuation and tax mapping information of all
properties subject to assessment within the jurisdiction of the
city.
The
City Assessor is also responsible for the preparation of a schedule
of fair market values of the different classes of real property
in accordance with the Local Government Code. He has the authority
to conduct physical surveys for verification purposes, and to recommend
changes in assessment policies and procedures.

City Accountant takes charge of the internal audit system of local
government funds. He is tasked with monitoring the city's financial
condition and preparation of financial statements for the Mayor,
the Sanggunian and other officials of the city. He has the authority
to certify the availability of budgetary allotment to where expenditures
may be charged and to review all documents in the preparation of
disbursement vouchers. He takes charge of the Office of the City
Accountant which maintains all records related to local government
finance.

City Budget Officer is tasked to assist the City Mayor in the preparation
of the annual budget and takes charge of the City Budget Office,
which is responsible in reviewing and consolidating the budget proposals
from the different departments of the City. This Office also assists
the Sangguniang Panlungsod in reviewing the approved budget of the
27 barangays of the City.

City Engineer initiates, reviews and recommends changes in policies
and objectives, plans and programs, techniques, procedures and practices
in infrastructure development and public works in general. He also
advises the City Mayor on infrastructure and other engineering matters
and supervises and controls the construction, maintenance, improvement
and repair of roads, bridges and other public works projects of
the City.

City Planning and Development Coordinator formulates integrated
economic, social, physical and other comprehensive development plans
and policies for consideration of the City Mayor. He monitors as

programs, projects and activities. His function extends in analyzing
income and expenditure patterns, and recommends fiscal plans and
policies for consideration of the finance committee of the Sanggunian
Panlungsod.

City Health Officer takes custody of the Office of the City Health
Services and formulates guidelines, rules and regulations for the
department’s operations. She develops plans and strategies

is empowered to implement and which the Sangguniang Panlungsod is
empowered to provide. She is at the forefront of the delivery of
health services, especially in times of natural disasters and calamities.

Hospital Director takes charge of the overall operations of the
Mandaluyong City Medical Center (MCMC). He supports the City Mayor

to extreme cases (patients who need major operations).

for approval copies of ordinances enacted by the Sanggunian.
